Even after his death Kishimoto can not stop to praise Jiraiya.
This time by making crystal clear that J-Man was the first choice, most praised and strongest of all Hokage candidate. Even the Sandaime, God of Shinobi, rival could not hope to be Hokage while Jiraiya was around.
Jiraiya was really someone on his own league. RIP Jiraiya. You're forever the greatest.
he didnt really get any praise. the guy said he liked him which i thought was about his personality not his ninja abilities. not trying to say hes not strong.

This is true, the fire lord just said he liked him. But yes, Jiraiya was definitely top-notch. I don't know if I'd agree about being greater than the Third Hokage, but we didn't see the Third in his prime.

Being considered for the office of Hokage is a compliment, whether the candidate is liked or not.
