I think a potential problem is the difference between the author's intelligence and a character's intelligence. For example, Shikamaru doesn't really seem that smart compared to say Light (as Tsugumi Ohba > Kishi in intelligence), but he does have 200+ IQ....

This is very, very tough. How do you compare the scientific genius of Reed Richards with the investigative genius of L? Surely L couldn't invent a time machine? So if we admit that there are different kinds of intellect, then what about a tactical genius like Captain America?
Anyway, Tony Stark belongs in the Genius category, as does Peter Parker and Hank Pym (Ant Man / Giant Man).
EDIT: That Godly category seems really shaky to me.
What the hell is Raito doing in the Godly intelligence tier?
He have flaws, for instance when he throw out his mini TV with his bag of chips.
He said it himself that he forgot, and it was supose to be the sign of that Raito isnt flawless, there are a few other moments as well.
Lucifer, Thanos, Eternity, Oblivion and most of Marvel and DC abstract's are all-knowing, or at least they claim to be and have great back up for it.
I don't remove members from my ignore list under any circumstances. There are good reasons for why users are listed there. Since the board has enabled the choice of ignoring users I've utilized it. Henceforth I won't have to endure them.
