His quakes can travel in omnidirection and making it like a chain reaction, so powerful that it can create climate changes and geographical changes. With FULL potential, his mastery of his DF powers would allow him send direct quake punches, and turning their bones and organs to milkshake. Human body is 70% water so he can create giant internal tsunami and tidal waves, as well as water quakes. In the end, the world will turn into a giant floating blob of goo. I know that Galactus is massively bigger than planets so seismic waves will travel and injure him, eventually killing him over time.
The same Raiden who, in his human form reacted to fully automatic bullet fire with a sword?? Who is even faster, nimbler, and stronger with his cyborg body?? The same Raiden who was able to slow down Arsenal Gear to a near stop and survived what should have been it's crushing him?? And then proceeded to fight against FROGs despite being wounded...by using his sword...with his mouth?? And still slaughtered a ton of them?? The one who has faster reaction times than Old Snake who dodged railgun slugs and is both strong and fast enough to not only deal with and deflect gunfire casually but do the same to Gekkos as if he were doing ballet?

Old Snake could react to hypersonic slugs. Snake Prime was better in nearly every aspect compared to Old Snake. Big Boss Prime (Naked Snake ~End of Snake Eater+) was superior to pretty much any snake (but hell, let's even say they are roughly equal just for the hell of it). Volgin was able to give Big Boss a pretty good fight.
Unless you have proof that he can move at over hypersonic speeds, I don't see much future for him.

And if Fox as a kid could manage to kill enough people in a warzone for it to be notorious without him being singled out, shot into oblivion and thrown into a hole by the unfriendlies, chances are he knows how to be stealthy. He achieved Foxhound's highest rank without gimmicks after all.
The only people who can keep up are Grey Fox, Vamp, and Raiden.
And Vamp technically can't kill any of them anyway. Now with throwing knives at any rate.

sasuke threw a regular kunai at naruto and it cut him, hes never broken a boulder without some jutsu
