Brutus respects the Kurokage because he his strength is beyond his own, so i don't know what it would take for him to question him. Maybe if he found out that the Kurokage fought in an unfair or dirty way, like if he attacked and killed a powerful opponent from behind or something. I could see Brutus questioning his loyalty after that.
