2) Dialga = Palkia = Giratina
3) Uxie = Mesprit = Azelf
4) Rayquaza = Mewtwo = Deoxys = Darkrai = Cresselia
5) Lugia = Ho-oh = Regigigas
6) Kyogre = Groudon = Little Legendaries (excluding Phione cuz its shit)
7) Latis
8) Legendary Trios = Heatran? (really unsure where to place this guy)

Note that I think Tiers 5 and 6 are virtually interchangable. For those that wonder why Cresselia is so damn high, it should be understood that it is the antithesis to Darkrai, and generally in Legendary Pokemon, opposites are equals.

That was a long time ago, before most Legendary Pokemon were introduced. Arceus is god in Pokemon. Dialga, Palkia, and Giratina are time, space, and anti matter manipulators. There are clearly ones who are stronger.

However, Mewtwo is still more badass.

If your talking about Zekrom and Reshiram...we don't know as we have yet to be given any info about them...Victini's the only Gen V legendary that has any info released for it yet

But seriously though, it most likely doesn't mean it to be able to use all that energy at once.

That much is very likely: Victini is his Generation's Little Legendary (fingers crossed he's the only one, considering Sinnoh's Legendary binge...), he'll probably have the even 100 base stat-spread and be generally below the top-tier Earthbound Legendaries (Rayquaza, Mewtwo, Darkrai, Deoxys, etc.) in terms of feats and powerscaling.

And Satoshi's Pikachu is so insanely inconsistent that you really can't place it any proper tier, lol: he's at least Gym-Leader calibre obviously, and at his prime he can take out the lesser Legendary species in insanely difficult bouts (Regice, Latios).

It's certainly what he was aiming for, though we never got an good view of how big that hurricane was. Only that it had the mechanics of a hurricane. Which makes most of his attacks seem really small when you think about it... In any case they did skip a few stages on the power scale. :argh
